The "Restricted by Accession" flag is triggered on a catalog record when the "Restrictions" field of the associated Accession record has any data entered, except the word "None." If you don't think your catalog record should be flagged, check the Accession record. If you don't see any text in the Restrictions field, click "Edit", and try to remove any stray spaces or carriage returns.
